Tourists need a valid passport and a driver's license (national or international, depending on country of origin), while UAE residents must provide a passport, Emirates ID, and a UAE driving license — once a resident visa is issued, it becomes illegal to drive with a foreign license, and doing so is considered equivalent to driving without a license.
